This photo is of an actual statue that sits at the entrance of the city of Ponta Delgada. It is a bronze sculpture which is a Monument to the Emigrants by Álvaro França. The monument is a tribute to all the cities on the island of São Miguel and is dedicated to the Azorean people that emigrated to find a better life for themselves abroad. It depicts a Father standing in front of his wife and child reaching out to the west for help.
